Retina is flagging on the ability to access /admin/blocks.php. In reality, Confluence just redirects to a Login Page which Confluence returns HTTP Status Code 200 in the HTTP Header. I would like for the ability to selectively redirect users who try to access /admin/blocks.php to a 404 page and not a login page initially. Is it possible to do this by editing the web.xml and urlrewrite.xml under WEB-INF? I tried to do this, but it kept going to the login.action page.

I would suggest you to do this with Apache's mod_rewrite instead.
