Is there a way to create a Project Request Form for users to submit requests for the tech team (example) to make updates/edits to a particular application but that it can be saved in a particular space in Confluence?

I've never seen a project request form, but you can create your own template and put it in any space you want to.
To create a template in a space:
Go to the space in Confluence Cloud.
Select Space Settings from the sidebar.
Select Templates from the Look and feel card.
Select Create new template.
