What is the definition of a user? Is a person that only has read access considered a user?

Hi @Jeffrey Poon ,

As long as the user logs in with an independent account and password, whether it has read-only or read-write permissions, it will be counted as a valid user.

You can enable anonymous (also known as public) access to your Confluence site by granting the "Use Confluence" permission to anonymous users. An "anonymous" user is someone who hasn't logged in to your Confluence site.

BTW: The option for anonymous users does not apply to Free Plan.
