Page permission on page info site shows set by Anonymous

Recently i encountered a curios thing. Assume that user a sets an edit page restriction for himself and a user B. If you then open the Info page of this page the page permissions are listed. So far so good, but only for one of the users the creator of the permissions is named. For the other user the info page states that a user Anonymous has set the permission.

Is this an intended behavior?
