Hi I am about to start a open source project for developer tutorials. Is it true that atlassian provides free host and confluence licence? If yes, what all step required. I have a javajackass.org domain.

Start at https://www.atlassian.com/software/views/open-source-license-request 

Note that on Cloud, you will not get to use your domain, it will be <something>.atlassian.net (probably javajackass.atlassian.net, but you can talk to them about the details later when you've decided whether to go for Cloud or Server)

(Edit - removed some stuff about requesting Cloud - last time I looked, ages ago, you had to ask in the text, but now it's a proper tick-box)
