I am unable to connect to Jira via Okta SSO. The database was configured correctly, all the config files reviewed and validated with no mistake. Jira instance rebooted several times, service confirmed to be up and running, Tomcat upgraded and working.
Please advise on the resolution of this issue.

It seems like you are attempting to configure Okta with On prem. Correct me if I'm mistaken about this.

2. What happens when you attempted to login with SSO?
3. Do you see any error in the log when you attempted to login through SSO?

2. & 3. when we login with sso using Chrome browser we get a 'ERR_CONNECTION_REFUSED' This site cant be reached

Can you remove sensitive data from your Okta configuration and share screenshot of your Okta configuration from your Jira & Okta? Also, please check the logs and share any error that's relevant to Okta when you attempted to test the connection. The information from the log could help you to identify the cause of the failure.
