there is no best way nor can I give you a good recomentation without knowing more about your requriements like:

• whats your business
• who writes the documentation
• whats your documentation life cycle
• what kind of information is stored

Confluence is a wiki. It will not do the work for you, It can just help to organize the information in a good way to work with it.
