Unfortunately it can't be done due to Restricted Function and plugin policy on OnDemand instance. Perhaps you could migrate to Installed version for more flexibility.

Yes, as well the version on the page mentions only Confluence 3.0 to Confluence 3.4.9. I'm afraid this plugin won't work on Confluence standalone either.

Could you clarify exactly what sudo plugin you did mean? There's no sudo plugin in OnDemand, so it could be nice if you could explain a little bit more about what behavior you're facing and whether we have a log from it.
