How do you enable the lock functionality on confluence?

This looks like you do not have "restrict pages" permission at the space level. Go to space admin and permissions and take a look. You'll need an existing space admin to grant you the restrict permission (you may already be one, in which case, you'll be in the right place to amend your own permissions)

It sounds like you need to change restriction permission for that space.
