Confluence does not provide this functionality and I am unaware of any apps that can be installed to assist in this way. There are a few attachment management apps that allow you to search and manage attachments more easily across Confluence that might help you but would not be the complete solution you are looking for above. https://marketplace.atlassian.com/search?hosting=cloud&product=confluence&query=attachments

Thanks for posting your question to the community. Confluence is a great collaboration tool that allows users to be notified (space/page watchers) as soon as content is created and have them comment on it. Unfortunately Confluence doesn't have a great method to help with having process and control with life-cycle of pages or content.
Having said that, this is where Atlassian's Marketplace can extend your experience with Confluence. Atlassian's Marketplace has some really cool tools to help fill the gap for your lifecycle and review process of your pages and content. As Barbara mentioned Comalatech has Comala Document Management for Confluence Cloud that has a Content Expiry Workflow that enables a lifecycle to your space of pages and content.
