This question is in reference to Atlassian Documentation: Page Restrictions

Is there a way to set up a page so that someone can view it, but not edit it, but can still post comments?  It seems like restricting editing also prevents them from commenting.  But if they are allowed to comment they can also edit the actual page.  We want clients to see and comment on the pages we create, but not be able to make changes to those pages.

Yes. View, Edit, and Comment are individual permission attributes:

Space tools --> Permissions

Make sure everyone has at least View and Comments Add permission.

••• ---> Restrictions

Add only the people with Can edit ability.
