Is step one in the right order

This question is in reference to Atlassian Documentation: Broken avatars/icons in Confluence after an upgrade due to corrupted cache

At step one of resolution, it only worked for me first stopping confluence, isn't it the right order?

Otherwise, at the restart, it complains about not being able of stopping Confluence because it can't find the PID... which we have just erased from the ./work folder

For me it definitely worked that way and not in the order specified at the article
