Is Confluence a good product for converting/establishing online web manuals that allow hyper links from 1 doc to another?

Linking and organization is great. However, your evaluation of how good it is will be dependent upon your layout needs. We have attempted to use it for manuals and, unless we have our own instance and utilize some of the Scroll add-ons (they have a cost), the output does not meet our layout requirements and professional presentation needs. We have thus focused on for internal consumption, only, as we are currently using OnDemand, and have limited flexibility due to the limited out-of-the-box plugins, nor the ability to use HTML nor user macros.

Yes. It's a wiki - a dynamic, quickly editable CMS type system with rich facilities for linking and navigation.
