I would like to know if a user can log on, but not be able to edit, and if this user would need a licence?

Named logins require a license - yes. You can restrict their ability to edit if you wish.

Anonymous users do not count to a user count and also can't edit but that is only if the content is public (because they don't log in per se - just access a URL). You can make a space public in this case, yet other spaces are not.
