I would like to have a TOC fixed anywhere on the web page. It should be always visible, scrolling the confluence page should has no effect on the toc.
Is there any way for that ?

This would be really fantastic in Confluence itself, but I don't think it's possible to add, even with an app.
That said, if you're writing public documentation content, you could use my team's app Scroll Viewport to add such a TOC in your public help enter.

Unfortunately not. The TOC is only added to the pages in the Scroll Viewport site.
Given the Confluence Cloud editor, it's not possible to add one in the Confluence UI directly. 😔
