How to customise/add banners in Confluence login screen

We would like to add our own instructions to users in the confluence login screen. Can you provide instructions on where to do that. Currently we are making changes in login.vm but not working.

I dont`t know how this works for the login screen, but you have some influence via custom HTML, where you can set the banner text f.e.
