How to create a webhook?

Confluence's documentation states that it's under Settings->General Configuration but there is no option there.

Welcome to Atlassian Community!

The documentation you found only applies to Confluence Data Center, webhooks in Confluence Cloud can only be created via an app at the moment. There is a suggestion open to make it available via the UI, CONFCLOUD-36613, so I would recommend that you go and vote on it if you want to see it added.
