I have a person who created a template in their personal space and would like to publish it in another (non-personal) space. As site administrator how do I do this?

Unless this has changed since I last did it the short answer is you can't.
However, the long answer is you can in a way. You need to put the page you want into edit mode and then copy and paste it's layout into a space or global template. If it's just into a space, any space admin can do this. If you're entire company wants to do it, then you need to be a Confluence Admin.

We need a way to quickly copy a number of templates from one space (personal) into a shared space. The copy / paste suggestion above isn't a good one. If you provided placeholder text in your template, it doesn't get included. You have to re-apply page labels. The description for the template has to be retyped, so basically there is a lot of rework that would have to be done.

Welcome to community. Yes as mentioned there’s no way to move them you need to recreate them.

I used the Copy feature on the template, it would then ask for the space to copy.
