How do I @ a user, using markup in the legacy editor?

Using [~username] should be the same as writing out @username manually, and creating a "mention"

However, instead it just turns into a link to https://hello.atlassian.net/wiki/#

What have I done wrong?

Hello,

As Atlassian made some GDPR changes on their products, usernames do no longer exist (see Say goodbye to usernames in Atlassian Cloud). So, I am not sure that links to user profiles are still possible with Markup macro in the legacy editor.

Just in case, could you please test [~AccountID], where AccountID is the Account ID of the Atlassian user you want to mention (when accessing your Atlassian profile, it is the string after /people, as shown below)?
