I have a private service management portal that can only be accessed by my company's domain. I want everyone within my company to be able to see all history of tickets submitted to the portal. How can I set this up? Does this require a specific plan? I am currently on the free plan but considering upgrading.

Do you mean, you what all your customers to see all the support ticket raised by anyone in the company from the support portal ?
If yes, you can use the Organization, and put all the customer in one organization : https://support.atlassian.com/jira-service-management-cloud/docs/group-customers-into-organizations/
