I don't have the fields where I am allowed to customize CSS in the Look and feel page.
On the look and feel page, I see the next notification:
@Iryna Sukhatska You can use some features to change how the Confluence UI looks on your screen (see https://support.atlassian.com/confluence-cloud/docs/change-the-look-and-feel-of-confluence-cloud/), but this is just for the look of the Confluence application, and does not affect what is available for the content you create on pages. To change the colors, fonts, etc. available for the content on pages, you need to use a 3rd-party app.

You cannot change look and feel of Confluence Cloud via CSS. You can change colors, logo, favicon but not much else.
But you use an app that can very much change the look and feel of your Confluence.
For example, this is my company's documentation website. It's authored in Confluence, in a private space, and the site is then created with Scroll Viewport
