How can I authorize a users to modify CSS Stylesheets in Confluence Server instance

We use a version 5.10 (plans are still in the works to upgrade to 6.x).  

I have a user that want to customize the CSS Stylesheet for his space.  He, however, can not see the stylesheets.  How do I give him the permissions he needs without making him a full admin?

You may make the user an admin only on the space, then he can access the stylesheets for his space but not Global stylesheets or stylesheets on other spaces:
