Hi,
When I go to see how many views a page received does that include only the views through Confluence for users that have a license to Confluence? Or does that also include users/customers via the customer portal (assuming they have access)? Can you see how many times a particular document or file was viewed in Confluence?

I would think that the page views are only for licensed users. According to the documentation https://support.atlassian.com/confluence-cloud/docs/view-insights-on-pages/, when trying to see who viewed the page, you get a list of all the users (licensed).
