As confluence administrator I see this list in the Confluence configuration, but is there a way to make this list available to normal users?
Confluence currently doesn't have this fucntionality. I've created this feature request for you: https://jira.atlassian.com/browse/CONF-36353
Please vote in that report and ask your colleagues to vote as well to increase the popularity.
