Getting error "Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings" when trying to access Confluence

Hi, I'm trying to access confluence at a client's site and I get the error in my browser "Turn on TLS 1.0, TLS 1.1, and TLS 1.2 in Advanced settings".    I  have checked the advanced settings and these are enabled.  Any idea what would cause this error?

Same problem here...

It's not on all systems though and tried different versions of IE (9/10/11) Other browsers seem to work fine.

Resetted settings to defaults, emptied cache. system restart. no luck so far...
