We have an requirement to show confluence data on to our portal. We dont want to do that using export or import of content. Is there any way we can access the content dynamically?

Confluence Command Line Interface can you used to find and render pages for use in external sites.
Confluence has remote APIs that would enable you to do this.

I believe that for example the University of Bath use this approach in surfacing content from their wiki in their portal.

Depending on your portal, you may be able to use the confluence gadgets which follow the opensocial standard so can be used on any compliant portal i.e. igoogle
