Do I need to be an Administrator to create a Department Space?

I've been trying to create a new Space for a department in a very large corporation. I was given an account, but I doubt I'm an administrator. The Confluence documentation contradicts what I am seeing on my screen. Namely, when I create a new Space, it is assigning it to another department and I'm not seeing Blank Space/Documentation Space/ Personal Space/ etc. options that is listed in the documentation. Do I need to be an Administrator to set up a department Space?

There is a specific permission point that gives one the ability to create spaces. If you have that permission on Confluence Server/DC you will see a link at the bottom of the spaces menu that says "Create space".

If you are cloud you will see a button on the space directory page that lets you create the space.
