You can completely remove such users, but we recommend to just disable or remove such user from "can-use" group as mentioned here, please check this documentation:

Hi Ido, any user who is not part of the confluence-users group does not count on the license. So just erase the user from all groups.

Deactivating a user wont count in the user license . AFAIK deleting is not an option if user has added any data in confluence eg: comments , posts , pages , etc
