Can Personal page be restricted for everyone by default when user joins confluence by invite ?

You can check the space access setting and check which users & groups can access your space. If confluence-users group access is granted, other users can access your space and page if no page-level restrictions are applied.

Yes, you can remove the confluence-user group from the space access setting and only users who are added individually to your space can access it.
can it be removed from all users in bulk option ?

Although it is framed from the point of view of migrating to cloud, the text under How to Change Personal Space Visibility Settings should also apply in your situation.
I did also find this ticket (https://jira.atlassian.com/browse/CONFCLOUD-36726), but it doesn't appear that Atlassian is working on it. You might want to vote for, watch, and comment in the ticket to increase the interest.
