and I'm curious to know if this page was created with Confluence Cloud or with a different platform.

You might be able to achieve the filtered view in Confluence with the upcoming Confluence Database release. I believe it can accommodate your need: https://community.atlassian.com/t5/Confluence-articles/Databases-are-coming-soon-to-Confluence/ba-p/2336724

This feature was an add-on developed by k15t before getting acquired by Atlassian
Thanks, I was struggling to understand when is it going live and if this is an add on we need to add or built in in Confluence.
