There are multiple ways to do this but here is how I would do it:
For each question create a separate page. You can create a page template in order to have a consistent layout accross all pages.
The title of the page will be the actual question.
Make sure you use a cartain label on each of those pages. Example: question
An idea: use the excerpt macro to summarize the answer on each question page or put everything there if the answers are short.
On the main/ parent page uise a content by label macro to display every page with the question label. Optionally you can choose to display te excerpts in that list.
On top of that macro display a search macro that will only show results of pages with the question label.
Feel free to play around with other macros to achieve something similar such as: child pages, page property report, ...
