Confluence upgrade (3.4.9 to 3.5.13)

I have same problem already solved in https://jira.atlassian.com/browse/CONF-22040 - but there is no solution.

I followed these steps https://confluence.atlassian.com/display/DOC/Upgrading+Confluence+Manually without success on our testing environment.
