Is there a way for users to draft their changes in Confluence but not publish it?

We want to give them access to draft their changes but not allow them to publish it without our approval.

my suggestion is to try https://wiki.comalatech.com/display/CDCCL/Comala+Document+Control+for+Confluence+Cloud plugin. It's the best way to manage your need.
