I can create a comment on my iPad 12.9 but the posting icon is not visible.  Is there an issue still with using comments on iPad

Are you trying to add an inline comment or a page comment? Are you viewing conlfuence in a web browser or in the iOS app? Here is an article on how to create an inline comment on the Confluence iOS app and here is an article about commenting in general that might help. I recommend you check your comment permissions and space admin controls.
