I wish to clean up personal spaces that are obsolete.
The user is unlicensed, if that makes any difference.
Found it.
We had been using a separate group (confluence-administrators) for administration access. The default admin group (administrators) was deleted a while ago. I re-created the default admin group and then the personal space's Delete Space option appeared. System admin group (site-admins) did not have access to delete this personal space.
This personal space could have been created a while back, prior to some of the more recent GUI changes.

Please login as System Admin and then traverse to the Space you want to delete and click on Overview >> Delete Space.
System Admin will have the permission to delete the space. The user's license does not impact the delete of the space.

Overview doesn't have a tab for Delete Space.
Is System Admin same thing as Organization Admin (site-admin)?

If you are System Admin or Confluence admin then you can see the delete tab in the Overview. So System-admin can go ahead and delete the space.
