Yes, login to your windows server, open up the services window (windows > R > services.msc) then locate your confluence and jira services. Right click, open properties. Change start up from automatic to manual, click apply and close. Next time windows boots, confluence will not start until you start it manually. Can I ask why? Is there some other problem?

I was looking for Confluence and JIRA ... but the services are Atlassian Confluence and Atlassian JIRA. User error!

Yes, in the service manager, like other services. Set them to "manual start"
