Can I create a space or page and make it available to the public, but only for people who were given a certain link or password?

Yes.
Option one: Guests. You can invite individuals outside your org as guests and give to access to a single space. The number of guests is limited.
Option two: Using Scroll Viewport by K15t app.
Here's how it works.
You have a Confluence Space that's not available to anonymous users. Then you use the Viewport app to create a 'site' from your space.
In Viewport, you set up SSO access to the site. You control SSO outside of Confluence and can thus determine who has access to that content and who doesn't. Advantage is, of course, maintenance of access via SSO and the ability to allow access to more than one space (Viewport can create a site/sites from multiple spaces).
There's also a Token access option in Viewport.

Hi @Lara Yasmin Hunziker welcome to the community. That functionality currently isn't available, but I found this ticket in Atlassian's Jira site.
That ticket looks to add this type of functionality to the application.
