I know you can embed an excel file, view it and down load it. But can you embed an excel file onto a confluence page and actually modify it on the page in real time?

Natively it is not possible to edit the excel file within the confluence page however you can try this addon - Office Editor for Confluence - Excel, Word & PowerPoint and see if it meets your requirement.

I have never used it, but it has been developed for a lone time and is installed to ~1000 instances, which suggest that it should work rather well.

Define an excel file :)
It is possible to edit an Excel file if you embed an excel file that's in the MS365 cloud (or whatever it's called today) under the condition that both your Atlassian Cloud and your online MS cloud environment use the same SSO.
The above setup allows me to embed a Google sheet in Confluence and edit it.
