Can users with view and edit permissions set permissions?

Can a user with view and edit permissions create a child page and set permissions without the site admins knowing about it?

Permissions, at space level, can be managed just by Space admin.

Probably, you are talking about Restrictions. When a user create a page, if he has Restriction permission at space level, he can add or delete restrictions. That operation will not notify Space Admin.

On the space admin menu, you can take a look to the restricted pages in a space.
