Can the Confluence cloud version be integrated with my company's JIRA server?

I have few questions regarding Confluence cloud.

1. Can the Confluence cloud version be integrated with my company's JIRA server?
If yes, does it have restriction on number of users? Say for example, our JIRA server has 25 users. Can it be integrated with Confluence cloud that has 10 users only?

2. Does Confluence cloud version supports migration from XWiki ? https://www.xwiki.org/xwiki/bin/view/Main/WebHome

The atlassian support gave me this link: https://community.atlassian.com/t5/Answers-Developer-Questions/Migrate-Xwiki-to-Confluence/qaq-p/501835 But its 5-6 yrs old post, and it looks like that it wasn't resolved based on the last comment. 

Any help is appreciated. Thanks a lot.

For the second question: 

I have no knowledge in XWiki, but found this:

Out of the box, there is no import of confluence for xWiki.
