Is there any way to link a card to a heading further down on a page. This would allow the ability to make visual tables of content at the top of a page. When I try currently it opens another page - that isn't helpful. This could also work with anchor links but the # command that works with other links in Confluence doesn't work in this macro. Thanks!

You can consider Cards by Content Formatting Macros for Confluence. They actually allow you to do what you ask. You just need to copy the header link and paste it into the Card's link field. Also, uncheck the box to make the link open in a same tab. But, of course, this solution works for you if your team allow you to use apps from the Atlassian marketplace. I'm apparently not up on this new Cards macro, but have you tried just inserting the Table of Contents macro at the top of the page? (https://support.atlassian.com/confluence-cloud/docs/insert-the-table-of-contents-macro/)
I'm not sure if you can put it on the card, but you can place it in a layout section or 1-cell table at the top of the page.

You can paste the link to the anchor in the card, but it currently doesn't work.
If you save and then edit the card the anchor reference will be removed and it will just be the page url.

Right, it just disappears. and if you grab the URL from a heading further down in the page it opens a new window when clicked.. no option to uncheck that in the macro.
