Can I share a Select List (single choice) of custom fields with another custom field?

As per my knowledge, this feature is not available.
In my opinion, the best way is to use REST API or import values with CSV - "External System Import" feature.

Simple answer to this one, no you can't option are related to a custom field and not with another field.
If you want to use the same options in another field, not best practice, you will need to create the on that field.
In my opinion, just use the same field in another project.
