I would like to send an automatic notification to the space owner with a message requiring him to confirm that the sapce is up-to-date, should be updated or should be archived.
Is there any option to do this?

This might be possible with workflow app
You can review my Community article about workflows on Confluence AND the comments with tips about apps. There are might be non-app options but they would require automation and other features that are Confluence Premium only.
Typically, the debate is about pages being up to date but it should be possible to devise a workflow that combines the pages' data into smth that gives you info on the space level.
