Anonymous access not work for confluence space

I've granted "view all" permission to anonymous in my space in order to make it public based on this manual
https://confluence.atlassian.com/doc/make-a-space-public-829076202.html

But when I try to open it from incognito mode, it ask me to login. What a stupid flow?!! 

How I can make it really public  i mean without any auth??

Have you or your admin turned on the global permission for anonymous access? Without that turned on it does not matter if your space allows anonymous access or not.
