Anchors jump and display below anchor point

I have started using the Anchor macro and really like it. However the problem I am running into is that when I have placed an anchor and use the link to jump back to it, the anchor point and title where it is placed is blocked by the Confluence Edit > Save for later menu bar. So the users attempting to veiw the content dont see it when they jump to the anchor. They have to scroll up to a little for it tos show in the window. 

Beyond placing anchors several lines above the intended jump point, is there any other way to correct this or is this just bad design?

For this issue I would report to Atlassian Support. There may be an awareness already but if not they should be made aware.

does the behavior change when resizing the window or with different browser?

Unfortunately resizing the windows doesn't fix it. Digging into it even further it looks like there are tons of posts about this issue since 2015 as well as a number of tickets sumbitted. Nothing has been done to resolve it.
