I am able to add Alt Text to images in Confluence Cloud -Confluence 1000.0.0-f5a5c6188f35, but the text does not display when I roll over the image with the mouse.
Is this a bug that Atlassian is working on?

Hi Tim,
This is stored with an 'alt text' tag and thus should be read out with a screen reader.
Are you on Chrome or Firefox? These browsers don't display alt text on rollover
