Hi, I want to enable some team members to add/edit/release versions in Jira but not grant them project admin permissions. How can I do that?

Welcome to the community!
Right now, I think there is no way to do that in JIRA cloud. User need to have the project admin permission to manage the release.
If you are on DC or Server, You can add-on Version Manager for Jira, which provides a new permission Manage Versions. By assigning users or roles like Release Managers or Product Owners to this permission they can create and release versions without need for Administer Project permission. See screenshots and description here.
For Cloud, we have a open request for this, You can vote for this feature. Below are the requests.
