Using the tasks page of Jira (which is very useful), one can only see the tasks in which they have mentioned first (i.e. if an action item mentions @user1 and @User2, only user1 will get it assigned, hence shown in the task page, while user2 will not).
I think it makes sense to make that task appear as assigned to everybody mentioned in the action item.
Is that already possible? i don't think so

It’s true that you can’t assign multiple people to a single task the way you asked in your question.
You might consider using/creating a Team as an alternative approach when assigning an action item within Confluence.

It could work, but still not optimal..? because then it means that i need a set of teams for any different combination of people i would like to assign, which seems not a good option

Creating a team and assigning tasks to said team doesn't solve the problem because only the first person will get the task notification.
