Why do new users have to opt out of being spammed to death by Confluence?

The most frequent feedback I get from new Confluence users is "Make it stop!!!!!!!!" It gives new users a really negative first impression. Before they can begin to realize any value from what is a great tool, they first have to deal with a new problem they didn't ask for, and for sure didn't need, which is how to fix their Inbox, because suddenly their important emails are buried under a mountain of very low signal-to-noise ratio spam from Confluence.

Who at Atlassian thought this was a good idea? Is there anything on the roadmap to say they recognize the problem they've created and they're going to fix it?

I found CONFCLOUD-34094, there are almost certainly many others.
