I want to prohibit all users who use the site from the file upload authority, instead of granting the file upload authority to each user.
I would like to prevent files from being uploaded on the site from the beginning instead of prohibiting permissions each time a user is added. Is there a way?

Confluence, such as all the other Atlassian tools, is a permissive and not a prohibitive one.
Btw, instead of manage user permission each time that a user is added, my suggestion is to use groups and provide permission to group instead of a single user. Using that approach, each time that you need to add a user, you need to add it to a specific groups and, automatically, that user will have the same permissions of the other users in that group.
